Harli (the mount to fly) is located on the pier. Just in case you're like me and run up the hill and can't figure out why you can't light it.
Can confirm(on Beta), this quest turn in will unlock at level 116 once the player gets the quests to start Island Expeditions. It is the same NPC to turn in both quests.
