For some reason, currently this quest is not always offered when it should be -- likely in conflict with doing other quests before/along side it. Upon finishing all quests in the Krasarang Wilds and Valley of the Four Winds, I found it being offered to me and turned it in at Stoneplow (Plays a NYI cinematic, which should occur in the later parts of Valley of the Four Winds story line, but I had done all the post-cinematic parts already)

Instead of looking at what quests to complete, it might be more useful to look at the people you help instead. You need to help

Description

The Shado-Pan are likely dealing with similar outbreaks elsewhere in Pandaria. Seek out Loon Mai, the Shado-Pan Watch Commander in Stoneplow on the western end of the Valley of the Four Winds. Let him know that we have the situation here under control; the Shado-Pan need not send any aid. Quite the opposite, in fact - I will be sending many of my followers on pilgrimage, to bring a message of hope to those in need. Thank you again, {name}. Farewell.
