TheWoWDBNext to where you are given the mission click on the actual torn type map (the one you can see on this page, just above) and assign an npc type character on the ui menu that appears to complete the mission (takes a minute). Its much the same as the World of Warcraft: Warlords of Draenor missions in your garrison.

Description
Now that you've found other warlocks that are willing to aid your cause, we can use the Dreadscar Battle Plans to complete vital assignments across the Broken Isles. If we wish to rebuild the council, we must start by locating its missing members. Let us send Ritssyn and Calydus to interrogate the Burning Legion's minions. They might have information that will help us locate the missing council members.

I was initially looking for a mission with the title "Dreadscar Battle Plans", but the missions are just randomly titled missions that reward pink "Empowered Soul Shards".
