Is this Rumour actually working for anyone? I can't see any Shadecasters in the quest marked area, and can't find any flying around looking in that area either.

<The weave-rat hands you a rudimentary schematic and a softly-glowing purple gem shard. One of the city's shadecasters must be due for some 'emergency maintenance.'>
