On my warlock I ended up doing this quest at level 110 and Ritssyn is my Follower who is assigned as my Bodyguard.
Unfortunately, as anticipated, you still need to return to the Dreadscar Rift regardless of how long or intensely you may stared at him. I guess Ritssyn is only comfortable speaking with you while you are back at the rift.
Perhaps he left his Soul Shard bag full of Soul Shards behind for some nefarious purpose and he needs it before he speaks? Good luck for old times sake or in case the Bronze Dragonflight takes us back to before December 7, 2010; a date which will live in Warlock infamy.
Only Ritssyn knows why. Whatever the reason, he's not talking until you return to the rift.

Description
I have a few urgent matters to take care of, but soon after I will make my way to Dreadscar Rift and aid you with your summoning. You should warn Ritssyn to keep his distance. I'll be there to repay my debt to you, not to speak to the hypocrite who chose the council over his friends.

Confirmed Ritssyn Flamescowl IS at your order halls in the round room kinda in the middle, as you port into your order hall just keep going forward into the round room in front of you.

Now that the Bloodstone has fed, I hope to use its power to bend the will of demons that would otherwise not be so easily controlled. Of course, this is all theory. I have never witnessed the direct effect of the Bloodstone's power on a demon. This is where you come in.
