TheWoWDBBelow is the unfortunate ticket response is that this entire questline is gated for each character.
Per Blizzard on 12/12/20:
"Thanks for your ticket about not being able to start the next quest in the Torghast quest chain.
Please note that the quests in Torghast are on a character-specific weekly lockout. So if you completed "Remnants of Hope" on your character this week, you won't be able to start "Information for a Price" until after the reset.
If you completed "Remnants of Hope" last week and still can't start the next quest this week, please do send a Bug Report so we can check it out."It's unfortunate for your alts since you can't count on speeding through this questline to catch up on ~900 Soul Ash upfront, even 6 months from now. Really disappointing that any character that didn't hit 60 on week 1 will always be behind in this story questline.
Best idea is probably to submit feedback to try to get them to loosen up in the future.

As of 12/9 I still cannot receive this quest. I did the quest prior "Remnants of Hope" but no follow up. Anyone else having this issue? Is there a prereq that I dont know about?
This is a gated quest. The attached video is from the Shadowlands Beta, not live. This quest won't hit live servers until 8 December for NA servers and 9 December for European servers. You won't find the [item=184200] or [item=184199] on the vendors until you are actually on the quest.

Description
We must continue our search for Jaina Proudmoore. I have a new strategy to suggest. Since arriving in Oribos, I have been approached by many of the brokers. Some ask questions, others offer help--for a price. You have encountered others of their kind inside Torghast. They may possess information we can use, though I doubt they will part with it freely. Seek them out and appeal to their avarice. Offer to pay for whatever information they possess.
