He cannot work without his tools. The Forsworn scattered them around the forge!

So there's clearly a bug with Sika the quest giver. Perhaps it's related to the world quest happening in the same place. She dissapears and randomly spawns back after 15 minutes-ish. Just wait in the spot a lil bit. You can try relogging but if you wait there it will most definetely spawn back.

[item=173882] can be found on the table at 51.12 18.38 spot, near the stairs to the forge.
[item=173910] can be found on the crate at 49.88 17.30 spot, just next to stone wall and some bushes.
[item=173909] is at 53.02 18.14 coordinates, sits on a big table with some kind of "plasma lamp" onto it.
