You have to kill Duskwatch Auditors and Veterans near the docks to fill the bar for this quest.
If you're on the first Insurrection storyline (Lockdown) and the Waning Crescent area is overrun with Elisande's forces, you'll be phased out and unable to do this world quest. The area unphased for me when I got the Evermoon Terrace teleporter.
Dear Blizzard,
Please fix this. After nearly an hour I was unable to complete this quest because of an endless stream of Horde DKs and Pallys laying down Death and Decay and Consecration at spawn points and tagging all mobs. I don't think this is working as you intended and is open to trolling.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #680 49.5 72.5Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Suramar, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Suramar:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
