TheWoWDBHa ha, ok guys this quest is soooo simple if u read it! (1) Get Quest, (2) TAKE the sea horse u are offered and is rite next to the quest giver,, it takes you there automaticaly.

If you can't enter this building because you can't walk through the walls, try dying elsewhere in the zone, ressing and then coming back (while alive). I could not complete this quest because the walls were fully solid (I experienced the same problem on beta) and tried numerous methods to fix it including: deleting cache, wtf and interface, relogging, and zoning (hearthed to SW and flew back). After giving up, I mistakenly ran into a horde camp and was promptly killed. After the corpse run I checked if I could get into the building and it worked. Good luck and may you not run into this problem at all.
Edit: I haven't tried this quest on a new toon recently, but it should be noted that I did originally take the seahorse to enter the building and I was not able to enter.
Still buggy in 2023. On a max level toon doing Loremaster so aggroing naga was not an option. Had to swim to the ships up top and fly up and die from fall damage. Rezzed at Spirit Healer, dropped quest, picked it back up at 40, 75, took the quest giver's seahorse, and was able to get in.

Description
The Admiral used the information you gathered for him to make a forward post under the terrace to our west. He's been preparing there for some kind of attack against the naga. You should go to him immediately and inform him of the scope of what you've witnessed. Our force is small, and I fear for our soldiers if we charge in too recklessly. Take my sea horse. It knows the way.
