If this quest bugs and the guy's question mark disappears, split your stack of 20 into 19 and 1, and then destroy the one. When you recollect one more lotus, the question mark will appear again.
I just tried this particular trick. It destroyed ALL of the Lotus and abandoned the quest completely. It gave me a warning when I went to destroy the one leaf including saying it would abandon the quest. I thought I'd have to collect one more. Not true. If you defeat the main boss in the area, it doesn't look as if you can pick up the quest again.

What to do
Description
The mogu really like their poisons and curses. Mama Bramblestaff always said lotus tea cures any mogu curse. I saw some imperial lotus plants in the nearby Ruins of Dojan. We should go gather some of their leaves and keep them on hand just in case the mogu get unruly. Also, this will give me a chance to introduce my fists to some mogu faces.
