As I leveled I skipped the entire zone, and only recently went back to get the zone quest achievement. After getting this quest I was unable to locate the NPC at the location indicated. I did a ton of tricks to unbug the quest, like dropping it, logging off, and such.
After a few hours I decided to open a ticket. The next day a gm told me I managed to bug out the quest because I had phased it previously, he/she didn't elaborate much past that. The gm completed the quest for me and I moved forward.So if you cannot locate the NPC and you did all the simple tricks to unbug a quest, drop a ticket don't wait 2 hours like me.

Description
Deep in the wilds rests the Temple of the Red Crane, home of the great Chi-Ji and his most devout followers. I suspect they'll know something about what happened here. The temple is located on the southern coast of the wilds, where the Krasarang River meets the sea.
