I had done all the quests, but Vaeldrin was not there. Dropping quest respawned him for me. Was able to retake and finish.

Not sure if anyone else has had this issue, but following turning in The Pools of Youth [npc=58745] would not give me this quest. I had turned in Threat from Dojan, but it wasn't until I turned in Lotus Tea that [npc=58745] displayed the "!" for this quest.
Not sure if you need to turn in all three of the quests to get this quest , but you do have to turn in Lotus Tea and The Pools of Youth. I would also assume, if this is like other quest hubs, you will need to also have turned in Threat from Dojan.

Description

Something is... off. The water feels strange. When we arrived here I felt the presence of the Light, strong and vibrant, far to the north. I thought it would be the Pools of Youth. But this... this water is tainted somehow. Stained with mogu magics. I think it best I try only a sip and we see what happens.
