I got this from the Warchief's Command Board in Dalaran today, used the item and arrived in Orgrimmar, but there's nowhere to hand any quest in and it's disappeared from my quest log. Unsure what the point of this quest is at the moment other than a free return to Orgrimmar from Dalaran since portals got removed.
As the Adventure Guide, which has replaced the bulletin boards, directly gives Warchief's Command: Vashj'ir! and Warchief's Command: Mount Hyjal!, apparently this quest (along with [item=68809]) is no longer available.

Veterans of Northrend, King Wrynn and the Alliance need your help! Stormwind and the Alliance face unprecedented threats from Deathwing and his Twilight's Hammer minions! Please find the enclosed hearthstone and use it to transport yourself to Stormwind. The crown has arranged lodging for all returning heroes at The Golden Keg in the Dwarven District.
