"Make hay while the sun shines" is an English idiom that basically means that if there's something to be done, you need to do it when the opportunity arises instead of avoiding or postponing it.

Funnily enough, upon aggroing a Rockjaw Scavenger, they have a chance to just chuck one of the things at you. In my testing, I received credit for an artifact for getting hit with that attack.
yes the easiest way to do this quest is to let them fling one at you first, then kill them. you can get 2 from 1 this way

Description
The trogg village to the southwest suffered similar damage to ours. One would assume, logically, that there would be some trogg artifacts sticking out of the ground, too! Unfortunately, it looks like most of the artifacts have already been scooped up by trogg scavengers. Please, go see if you can find some way to get them back. Believe it or not, knowledge about troggs may eventually lead to further knowledge about the mighty dwarves!

- Dwarven Artifacts
<name>, my boy! Are you into archaeology? We've an exciting opportunity right outside our front door. All the shaking from today's seismic event has knocked a number of artifacts loose from the soil around our encampment.

- Whitebeard Needs Ye
Ye've done us a great service here, but I'm afraid I've gotta send ye off elsewhere. Grelin Whitebeard, a good friend of mine, has put in word that he may need some reinforcements near the troll camps to the southwest. Follow the road westward, ye should find him soon enough. Be well, <name>.
