TheWoWDBFound at a small island off the coast of the Azure Span, at 81, 57. Given out by a ghost Captain Habb. Has a follow up quest where you kill the ghost of the fish that killed him called "Round Two, Fish!" The reward is a low-item level necklace.

Be aware that while this is a level 65 quest; for some reason, only the birds scale correctly. The crabs are all level 70. I've put in a bug report.
That being said, I did mange to get the quest item from the birds. Took longer as you have to skip around to find the birds and not accidently pull the crabs. Fortunately, the mob for the follow up quest did scale correctly.

Description
Ya find me in a low place, {race}, and it's not because I'm dead. I died on the hunt, making sure the beast that killed me crew wouldn't live to kill again. There's nothing wrong with that, it's what me Pa would have wanted. No, the problem is that the fight was a draw! The beast's spirit is still out there, as sure as I stand here before ya. But, being a ghost, I can't even reclaim me lucky lure from the critters that picked me body clean to have another go! Would ya mind helping me out?
