I present You Storyline Lost Ruins. This Storyline is part of Sojourner of Azure Span which is criteria for Loremaster of the Dragon Isles.

2A. The Ailing Apprentice - Loot 5 [item=194747] from [npc=192591].

10. Good Intentions - Go cave /way 70.41 43.86, go to end of it and slay [npc=196737] then destroy the artifact [npc=196773]. I'll be honest, a very nice cave, you can see that the designer left the rest. This quest finishing Storyline.Hope That Help You :)

Description
What you found makes it sound like the artifact's power has doomed everyone who has used it so far. The dragonspawn who lived here killed each other over it. The Sundered Flame seem like they're also getting corrupted by its influence too. This isn't an artifact we need to recover. It's one that needs to be destroyed before it can harm anyone else. We must convince Alia and Kattigat.
