This quest is not able to be bought until you are revered with 7th legion. You purchase (100 War Resources) the initial followers quest from the 7th Legion emissary, Vindicator Jaelaana, then once the 6 hour follower quest is achieved you get a quest to go an establish the outpost in Zuldazar. With this outpost you get an Innkeeper, Stable Master, Trade Supplies/Repair vendor and Flight master. There is also a campfire for cooking. And of course there is always the Outpost commander there too.
