If you go to start this world quest and come across a [npc=106467] or [npc=106288] but they aren't flagged for the quest, it's because you haven't entered the Sylvan Vale to trigger the quest yet. First, run to the vale (roughly 69, 34) and once the world quest notification pops up, you'll be able to see that skinning the bears will award quest credit.
Thank you so much! I was having this exact problem and your solution worked. Cheers!
to trigger this Worldquest you need to go to Sylvan Vale (map with coordinates)
- Kill [npc=106288] for [item=134811]

Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
