If your quest gets bugged, this is what I did to complete it after ~10 tries where it remained stuck.
1. Abandon it
2. Quit the game
3. Launch WoW again
4. Unmount if you are on a DF mount
5. Go back to Guard Hakota and mount on anything that's NOT a DF mount
6. Now follow Guard Hakota and DON'T skip the dialogue, just stay and listen
7. When all NPC dialogue has finished, only now click on Tutaqan
8. Now you should be able to complete the quest... hopefullyHope this helps!

I present You Storyline [storyline=1362] which is part of Achievement Friend of the Dragon Isles. To unlock This Storyline You need to have Renown Level 11 with [faction=2511].

Quests in order I done:
1. A Lost Tribe - Quest from [npc=197631] will appear when You will reach Renown Level 11 with [faction=2511]. You need to see [npc=193006] /way #2024 13.15 49.24
2. Sudden Isolation - Fly to /way #2022 55.07 38.22, and speak with [npc=188301].
3. Pressing Matters - Slay [npc=197260] to loot [item=191855] /way #2022 65.56 31.47
4. Worst Impressions - Follow [npc=188301] then You can speak with [npc=187323] to skip conversation and finish quest.
5A. Troubled Waters - Go where is river and get:
- 6 [item=191858] drop from [npc=188334]
- Caught 10 Warmwater Riverfish use [item=192191] to get them, Warmwater Riverfish are in water.
5B. Salvaging Supplies - Go where is river and pick up:
- 8 [item=191862] - is only one in pick. All around water
- 30 [item=191863] - max 5 in one pick. All around water
Then speak with [npc=188285] /way #2022 54.23 38.62, and give him first materials then finish quest.
7. Testing the Tuskarrsenal - First pick up [object=376884] is on front of NPC then go /way #2022 54.07 36.92, and use extra bar on 4 [npc=188352]. Reward [item=199830] that have 41M HP :D.
8. All But One - Go to /way #2022 56.12 35.51, and pick up [npc=189808] then carry him to /way #2022 54.90 36.45, YOU CAN'T FLY OR USE SPEED SKILLS - You will drop him down xD. as well when You fight You will drop him down
9. Closure - Speak with [npc=187323] /way #2022 53.66 39.24, Is over vilage where is waterfall, then press on 3 things on table then wait when ritual will finish.
10. In Mourning - Fly over next water fall and speak with [npc=187323] /way #2022 53.89 41.24, i pick 1 option in dialog.
11. The Only Way Past Is Through - In order:
- /way #2022 52.87 41.02, and pet [npc=188816] by speaking with him ( if buget try few times xD) then go to [npc=187323] /way #2022 53.89 41.24
- Press on [npc=190203] /way #2022 54.10 40.28
- Pick Up [item=200188] /way #2022 54.45 41.01
- Pick Up small [item=200190] /way #2022 52.92 39.32
- Use Extra bar to create [item=200191]
- Go back to [npc=190203] /way #2022 54.10 40.28, and speak with him and go to [npc=187323]
- Fly to tiny cave xD is behind right side from NPC /way #2022 54.26 42.02, and press on [npc=188817],
- Go /way #2022 53.30 41.54, and pick up [npc=196815] then fly back to [npc=188817] and speak with it ( You can't be mounted ) then go back to [npc=187323] and wait until conversation finish. What a Quest O_o.
12. Calling the Hunting Party - Is auto quest after You finish Quest 11. Go /way #2022 53.91 38.14, and speak with [npc=188301] then wait until conversation finish.
13. While the Iron Is Hot - Slay [npc=188687] /way #2022 48.72 45.33
After this Quest You will finish Story line. Reward is [spell=390631], [item=201783] and You will unlock this Village and Fly point :). As well You can after quest Encroaching Heat For cooking recipe.Hope That Help You :)
Not bugged anymore it seems - I couldn't turn in at first so i ran away 15 yd(not much) since i was on a dragonmount. And then it worked. The thing with turn in seems like the other small quest issues around in dragonflight where you need to re-target the questgiver for it to pop up
