The ability to tame ottuks does appear to be account-wide!

I just reached [faction=2511] renown 11 and finished the questline on my level-70 hunter main and was immediately able to tame an ottuk. I then switched over to another hunter character who is level 64 and Iskaara renown 1, and that character, too, successfully tamed an ottuk!

I'd assume that even a non-hunter going finishing this quest would unlock ottuk taming for hunters on the account, but I don't have any way of confirming.

BTW, I think the "quest done" flag that's set can be checked/confirmed with the following command:

/run print(C_QuestLog.IsQuestFlaggedCompleted(71184))

Just popping by to say I completed the chain on my warrior.
Logged on my hunter, got to level 63 and figured I'd see if I could tame an ottuk.
Turns out I could. So it unlocks regardless of class, for any hunter on your account :)
Happy taming!

The Wild Ottuks near the quest area are NOT tamable. If you try to tame these, you will get a "not tamable" message.

The River Ottuks in Rusza'thar Reach in Ohn'ahran Plains ARE tamable. These are located at 85.37, 31.97 in the Ohn'ahran Plains.

Description

I spoke to our lookouts on the way down. They say this djaradin--Zhurtan the Riverboiler--has begun his heinous ritual southwest of here, close to the waterfalls where many of our ottuks build their nests. If they're boiling the river upstream from us now, I assume they've decided to be done with us more quickly. We would be forced to starve or retreat. We will do neither. They've prodded us like cowards afraid of a true fight. So let's bring the fight to them this time, shall we?
