I will say I did the Short Circuit quest but somehow missed this Oil Rags To Riches quest (reading the journal).

Going back I can't seem to get the helm and fatigue sets in as well as underwater breathing.

You can still accomplish this without the helm but you may need to be very direct and quick to go into the 1 story house to get the journal and use your dalaran hearthstone to get back before fatigue kills you.
