I haven't been offered this quest either, despite finishing the rest of the chain. When I got L3 Felhide while still on L2 Stormscale I started investigating. It seems that I've never found the Immaculate Stormscale . In order to check whether you've done the Immaculate quest type /script print(IsQuestFlaggedCompleted(40151))
You should modify the numbering, since the questline doesn't strictly follow an order, as one can actually finish the felhide part without having even gotten rank 2 of stonehide/stormscale, for example.
