This quest is bugged on my server, and it might be on yours too.
If you see the target dummy (Smilin' Timmy Sticks) just sticking out of the water, and an empty rowboat moving around, it's bugged.
I'm guessing the dummy is supposed to be on the rowboat moving around with it.
I tried hitting the rowboat, but the hits didn't register. I also tried hitting the dummy, and found that the hits only registered when the rowboat was very near to the dummy.
I had to wait for the rowboat to come around three times, since you can average only two hits before the rowboat gets too far away and hitting the dummy no longer registers.
I'm replying to this just to get this very helpful tip to the top of the page. When you get on the cannon, buttons 1, 2 and 3 turn into cannon operating casts. 1 is 'load', 2 is 'lock cannon in position' and 3 is 'fire'. Ignore the first two. Well, not ignore, but don't worry about them. Load the cannon, lock it in position (any position) and exit the vehicle. Re-enter the vehicle and - Tadaa! You have a fully movable and ready-to-fire cannon. Rinse & repeat to finish. Happy Timmy-blasting! =D

Description
We've got some work to do. How much experience have you got with cannons? Hmm... really? Well, how about with ancient, fallin'-apart pirate cannons? We've got a few cannons updecks that work the old-fashioned way: you load one cannonball in at a time, aim, lock it into place, and fire. Works well if you're tryin' to hit the side of a three-sailer... not so well for rowboats and the like. Why don't you head upstairs and lob a few shots at Smilin' Timmy Sticks?
