TheWoWDBIt's a random drop from Skinning if you have Skinning Rank 2 - it appears to be very rare. I already farmed about 10.000 Leather and it didnt drop - but I got the one for stormscales after about 5k.

If you are thinking of unlearning skinning temporarily DON'T
I unlearned it to pick up enchanting temporarily and disenchant ~50 epics. I bought the book to learn back this and others and it only gave me back level 2. I didn't get my legion cutting, unbroken claw or tooth (useless but point is reinforced).
I submitted a ticket and blizzard was absolutely useless on the first attempt saying "I looked through your quest log and you hadn't done this quest" (linking me BACK to this page). I am now attempting to find someone who actually does their job correctly.
