This quest unlocked for me when I completed all the quest lines in the Dread Waste.
The story continues when you hit Revered and unlock 2 more Paragons. And then there's a quest chain that unlocks at Exalted and leads you to the Heart of Fear story... as well as gives you some troubling backstory about the Mantid race.
