Doesn't seem to drop from The Scrap King according to loot tables, at least not on Live. Definitely drops from Oxidized Leachbeast, and thank you Iannis for explaining that you need to kill the little Oxidized Leachates to get the Leachbeast to spawn.

I just want to make this easier for who is farming this rn: it ONLY drops from Oxidied Leachbeast, so you can save yourself some useless farming, if you just need the paint for the mount and nothing else. GL and may the RNG gods smile upon you, farmers :) <3
