CHEESE STRAT: target ability 2 on a goblin immediately followed by ability 3. if they are a 'good guy' (have papers) they are not hit - no harm, no foul. If they are a 'troublemaker' you are hitting them BEFORE they have a chance to run for it so the hit is guaranteed.
Call in the airstrike over the goblin BEFORE you call them over, you'll get them every time.
