Alternate trigger point: Get to the grapple point at 47.39, 34.09, and drop to the lower level to the south.
Ok, so my map said that it will be somewhere above Aggramar's Vault (circa 46.9, 34) but the flight master's map showed this quest below Weeping Bluffs (31, 53.3).
I was a bit confused but flew to Stormtorn Foothills, after about 5 mins of running around the cliffs nothing happened, so I decided to try the second option.The quest started at the rise above the crashed ships, as soon as I left the Stormscale Cavern (the entrance is through Ally ship).
