[npc=85550] didn't appear at Southport to offer this quest until I had finished the "Admiral Taylor's Garrison" chapter in Spires of Arak. Finishing that chapter, and gaining Admiral Taylor as a follower, made him appear and offer Pinchwhistle Gearworks.
If you'd rather just skip the prerequisite quest and get your Salvage Yard more quickly, I was able to just start doing quests in Pinchwhistle at 97 by going straight there. It was pretty easy to run down there from Shadowmoon Valley using water walking.
Be aware that if you leave, you won't be able to fly back here if you haven't done anything else in Spires of Arak yet, because the flight path in this town doesn't connect directly to Talador or Shadowmoon Valley.

Description
Commander, a goblin courier arrived this morning. He mentioned that he is from a settlement to the southeast called the Pinchwhistle Gearworks. They have requested our assistance with some sort of ecological disaster. If we can earn their trust it'll be worth the effort. Head down there and see what sort of assistance we can provide. I've already spoken to the flight master and he's set up a special flight to get you out there.
