They both Counter the same threat, Powerful Spell, but Velonara is a skinner, useful if you plan on building a Barn. Ziri'ak has a random trait when he joins your ranks.

Is there any way to change the selected outpost to another?
P.S: Found it you just have to speak with the NPC who let you build it and pay 10 000 gold.
Note that if you're wanting a skinner, there's also [follower=170.1] in Nagrand at 99+. The in-game description adds that we'll get a Spires hearth and EXP boost with the inn, and a vendor with the smuggler's den -- according to the wowhead guide, the vendor (randomly) sells [item=113094] and [item=113096], as well as buff potions that only work in Spires.

Description
Commander, our status report is... regrettable. We'll be out of supplies in a few days' time, and that's assuming we have any troops left by then. There's just enough material left to put up an inn or a trading post. The inn would allow us to station fresh troops here, but the trading post would open up potential supply routes with the outcasts nearby. I've left out Gazlowe's blueprints on the drafting table. We await your will.
