I tested it with Dwarf and Dranei and the quest was unavailable. A quick lap around Gnomeregan and New Tinker Town didn't show any available quests for anything but my Gnome.

i tried it witha gnome DK and they still wouldn't let me do that quest
If you are not a gnome, the first quest in the gnome quest line you can pick up is Bound for Kharanos
Once you've finished The Perfect Stout and Frostmane Aggression, you can easily jump down to Ciara Deepstone to grab it on your way back to Kharanos.
I don't know why the last two links aren't working. The two quests are "The Perfect Stout" and "Frostmane Aggression.")

Description
My name is Nevin Twistwrench and I'm the commander of the Survivor Assistance Facilitation Expedition, or S.A.F.E. I don't know how you managed to survive the radiation down here, {name}, but most of the others haven't fared so well. My team is rounding up the survivors, but the radiation-addled leper gnomes are too numerous for us to hold back much longer. They've lost their minds! If you're still strong enough to wield a weapon or cast a spell, would you help us clear out some of these leper gnomes?
