Unfortunately as a result of the landscape changes to the outskirts of Suramar city in patch 7.15, most of the upvoted spots no longer exist, your best bet is Tel'anor. Much less efficient but a good spawn rate. The withered near Sha'laran and Ambervale/Falonaar do not count.

So on the one hand i am sending all these withered to Thalyssra and train them later into an army and one the other hand i kill these nightfallen solely to advance my profession.
I think story-wise (immersion) Blizzard missed a great opportunity here.
An alternative should have presented itself. Something like: optionally you can go to Thalyssra and acquire an item that sends 25 whitered to Shal'Aran and then present some 'proof' to Tytallo that you indeed killed these wretches.
Lots of quests in wow use this kind of deception so why not this one?
You can take advantage of the few points on the border of the city where there are groups of withered attacking groups of guards. Tag the withered and let the guards do the dirty work (they have these AoE one-shot abilities that kills them straight off). A few seconds afterwards more will spawn, so you can stay in the same place throughout the quest.
The closest such point from the quest giver is 39, 63, just a little south for the road leading to Felsoul Hold.

<Tytallo listens as you recount what happened with Lyndras.> I see. You sound almost... sympathetic to the wretch. The nightfallen are liars and thieves. ALL of them. Lyndras included. I will not tolerate a student that has any respect or sympathy for those... things. And have you witnessed what they turn into at the depths of their depravity? If you want to get on my good side, do not return until you are covered in the blood of the withered.
