I'm reposting what thirdrail posted on the item we're supposed to loot for this quest, since it's quite hard to figure out:
[Fel Inscribed Shroud] Dropped by Djin'zal, objective of the Tailoring quest Exotic Textiles. Can be found in The Arcway (the exterior area, not the instance). The entrance is located at 35.7 82.2, he is located at 35.4 40.0. Big room on the west side of the interior map.
In the alternative, take the Teleport: Felsoul Hold from Shal'Aran if you've done Quality of Life and activated the teleporter. He is straight ahead when you come through the portal.
To pick up this quest, I found it much easier to fly to Felblaze Ingress, Azsuna then run into Suramar on my mount. There's a path up to the cave starting at:
/way Suramar 26.25 74.14To complete the quest, go to Meredil and take the portal to Felsoul Hold.

Description
I'm risking my life and career to be here, tailor. I've been curious about demonic cloth, and my attempts to obtain some through approved means have been met with resistance. I simply must see this cloth for myself. I don't wish to disrupt Azayna's pact with the demons, but you - you can attack the demons without drawing attention to our guild. I'm particularly interested in a particular demon's set of robes. Bring me a scrap, and I'll teach you what I know.
