the first turnin gives 250 rep with Knights of the Ebon Blade, but subsequent turnins only give 10 rep each. now as to whether that rep goes all the way up to exalted, I'm not sure, but that sounds like a painful painful way to farm the rep up.

Each fate rune puts a 30 min buff on you with the described effect.

Fate runes WILL stack with each other (as long as they are different types).
