if this is taking too long, you're probably killing them too fast.

The idea is to "convince" them to repent, by kicking their asses. They need enough time to change their minds.
You will see a debuff they get after Uther speaks one of his lines: Seed of Doubt.
Once this is applied, they will repent and count for the quest. You must give them enough time for it to be applied, and don't kill them before they get it.
Aggro them, then have Uther and the other one deal with them. Don't kill them too fast.

This way it should go much faster.

I'm here to admire the brilliant, brilliant writing. So, after admitting that Forsworn were basically right and it is indeed a good idea to keep the memories, we are trying to convince them to join Kyrian (which admitted to being wrong in the first place) once again, by beating the living crap out of them, or eventually killing them if they refuse. Man oh man, if this doesn't make you feel like a terrorist, I don't know what will.

Description

The Forsworn are lost, {name}. They are like ghosts, haunting the Temple of Loyalty. Nowhere else to go. Leaderless, purposeless, abandoned. We must show them that there is a path forward. Let me accompany you into the temple. Allow me to talk to them, speak to their sensibilities. Perhaps we can convince them to give Adrestes's new path a chance.

    Mikanikos has explained much about Forsworn centurions to me, <name>. I cannot say that I understood all of it, but it seems he has not yet found a reliable way to return them to their proper operating standards. Their anima can still be useful, though!
