TheWoWDBIf you are having trouble finding the location of the North and South Gate Vesper look for a clickable ground platform near the marked map location. It will then fly you up to a higher ledge where you will see the bells.

The clickable ground platform Nester714 talked about is around the back from the anima channeler (22.66 23.37), go up the stairs and it's on the ground at the back of the platform (21.26 22.85), this will take you to the platform up above to (19.77 22.90).
North Vesper is at 20.64 21.56
South Vesper is at 20.61 24.21
If you're having problems with turning in Directing Dedication, Polemarch Adrestes will eventually drop to the ground so he is within range to turn it in. Alternatively, you can get on a flying mount or possibly just a tall mount to be in range.

Description
The five temples of Bastion have stood strong since its very creation. The idea of rededicating one has never been broached before, and will no doubt require a significant amount of anima. Underneath this temple are stores of anima we rationed for the drought. Now that anima is returning, we can use these reserves for our purposes. You will need to use channelers and collectors throughout the grounds to redirect anima to the top. That should give me the power I need.
