You HAVE TO have completed the Seat of the Triumvirate quest line (right after Seat of the Triumvirate: The Crest of Knowledge ) to unlock [spell=252761], as well as this quest and be able to see NPC Enaara.

Doing this in 10.2. Couldn't cleanse orbs even with quest item given to me by Enaara before completing campaign story in this area. However works fine after. Orb names turned from orange to green and are dispellable now.
It's currently bugged for me, there's no NPC for me or - what it seems like anyone on the realm - where Grand Lector Anaara is suppose to be.
