TheWoWDBIf you're like me, and complete the quest requirements but can't find anyone to turn in to, don't bother turning off add-ons or exiting the game. Just hearth out of there, go back to Oculeth, and have him send you back. Eitrigg is here now for me to turn in the quest. Minor glitch, but I still put in a ticket to get it on Blizz's radar screen. Hope this helps anyone else running into this problem.

Exactly what I was looking for! You can also Teleport out of Dungeon from the Eye icon as well.
You do NOT need to blow your hearth... just leave instance group as it is a scenario. When you leave instance group, you return right back to Oculeth is in the portal room in the Great Seal.
