In the current beta build, there is a bug with this quest that allows only four of the hatchlings to be able to be shoo'd away. Two are at the south end of the plaza, and two are on the east wall side of the quest area. In order to currently complete the quest, you need to wait for these four to respawn over and over again. Here is a short video showing the four that work as well as attempts on all that do not work:

Edit: I've been told this fix doesn't work for everyone, but it has worked for several people.
Yes. As a new player this wasn't obvious at first. I kept trying to hit them until I realized you just had to run through them.
