If Wrathion drops you to your death on his way to the throne, there is an NPC dragon named [npc=197981] right at the base of the throne that ferries you directly to the top. There is no need to abandon and retake the quest. Simply rez and walk straight ahead until you see the ferry.

Was randomly dismounted from Wrathion on the way to the throne. I fell and died, and had no way to continue the quest. I abandoned the quest and at first went back to Wrathion and did not find the quest. However the quest giver is actually at the forge. Reaccepting allowed me to ride Wrathion again and get to the top - in case anyone else has a similar issue.
If you're here before Wrathion has possibly dropped you: be ready, because he probably will, and you will die. Have a goblin glider ready to use, or a sea mist potion, etc so that you can avoid my (repeated) fate. :)
Edit 2023-07-21: either the bug is fixed, or there may be a timing element to it; if you delay talking with Wrathion for 20 seconds or so, he apparently takes you up there safely. Since I started doing this, I have not been dropped. I will continue to be as prepared as possible however. lol.
Edit 2023-08-13: The bug is not fixed in 10.1.5, so it appears to be timing-related. I have only been dropped (even after posting the edit above) if I rushed to let Wrathion fly me up. So wait a bit and save yourself some heartbreak :) I now think 10 seconds is probably sufficient.
Edit 2023-10-05: Still bugged in 10.1.7.
