The Te'Ka quest bugged out on me and would not show me the quest. It's through the portal right next to him and kill 8 creatures on that balcony area.
I also ran into this bug (for me, Ba'ver assisted wouldn't resolve), and fixed it like so:
1. Abandon 'Restoring Operational Efficiency'
2. Re-accept 'Restoring Operational Efficiency'
3. Turn in 'Restoring Operational Efficiency'.That was all it took for me - hope it's that simple for anyone else running into this bug.

What to do
Description
Locus-Walker was brought into the Trust to handle such a violent crisis of the Void. He says you are some kind of hero or champion. Good. We are in need of such a thing. Tazavesh is under threat from the Void. The Shadowguard! They threaten the work of the Trust and my reputation as an administrator.
