If you ended up dying or getting into an instance/dungeon before you start this quest, all you have to do is abandoned it and pick it right back up and he will summon Thunderaan The Windlord.

Description
With Thunderfury recharged, Prince Thunderaan can now return to the physical realm. In a moment, I will release my master's spirit from the blessed blade. When the ritual is complete, Skywall will once again have its Windlord.
Where to go
