Upon speaking to Scalecommander Viridia the completion text is different if you are a Dracthyr. Instead she says, "Welcome home, <name>. It looks much the same as it did on the day we retreated. Thankfully with less lightning though."

My dad just finally completed the core campaign on his most advanced character. (adventure mode, WQs, aid-the-factions all opened, achieve for the campaign complete dinged.)
Not sure when/where to get this quest to pop for him.
He's logged out for the day, we'll see if that and logging back in turns out to be all he needs.
You need to be level 70. Tried with alts under 70, and quest doesn't show up. Otherwise you just need to clear the storyline on your main to be able to skip with alts.

What to do
Description
Long ago, the Reach was our training ground. Now it's time to return. The island may still hold secrets from our past. Scalecommander Emberthal has gone on ahead. She awaits the arrival of any who would lend us their aid. We'll need all the help we can get finding a foothold in the Reach. Safe travels.
