TheWoWDBThe blade (Xal'atath) you need is right next to Collector Kojo in Seeker's Vista ,Stormsong Valley for Alliance in what looks to be a crate to his left.
The quest info did not seem clear to me when I accepted. You should get a "hand' icon when hovering over the crate. Click it and then the small island will show up on your map for where the makeshift alter is located.
/Edit to say: The altar is on top of the hill, not in the cave as you come out of the water or the cave under the water.

Description
<Kojo studies the medallion and grimaces.> Ugh... naga. This medallion is inscribed with orders. Looks like naga have been commanded to invade our shores and seize artifacts of great power. You know, I recently came upon one such object. See that dagger over there? Nasty thing. Gives me the willies. I swear I hear it whispering to me. I found it on an island in Stormsong Valley, on a makeshift altar. Maybe if you take it there, you'll get an idea of how the naga intended to use it.
