The location of the Strong Vine Barricade is at 52.2, 48.7.
To get there go to the right(north) from the cave where you picked up the quest. Go right(south-east) as soon as you find the path, and at the crossroad turn right again(south-west), then go straight.
Apparently you don't get credit for the quest if you try to destroy the barrier while in your shredder.
Instead, leave your shredder and right-click the barrier: you'll appear inside your shredder for a few seconds while the barrier is removed. Afterwards, walk through the barrier towards the other side, and hopefully you'll get credit.

Description
After the saberon stole from these plants, they were forced further up Steamscar Rise and barricaded themselves in. I could not find a way to get in but you have the solution. One path is blocked by a tangle of hard vines. I have heard you have a machine that could cut through that with ease. I would get on a shredder and take those vines down.
