Dungeon quest, recover [item=162456] and defeat the last boss.
[item=162456] is in the room near the bridge after the second boss [npc=134063].
Bring it to Brother Pike in the south-west part of Stormsong Valley at the beach near the mountains.

After you use the staff, click the scroll, and defeat the final boss, it's safe to leave the dungeon. The last part of the quest is completed outside. Yes, on the extreme opposite side of the map from where you just were. As far away from the Shrine of Storms as possible. Because reasons.

Description

The ritual which allows safe passage to Fate's End is a closely guarded secret to keep the curious from venturing there and suffering the same fate as the condemned. I have never conducted it before, but there is a scroll with instructions. It is held in the Shrine of the Storms. To access the scroll, use the staff you have empowered to break the dark energy surrounding it. Collect the Ritual of Safe Passage and bring it to me.

The Shrine of the Storm is a seat of power for both House Stormsong and the tidesages alike. Here, blessings upon the fleet are performed to ensure that the Kul Tiran fleet knows no equals in combat. Yet, a dark force has corrupted these sacred ground and threatens to steal control of the Kul Tiran Fleet forever.
