Did you come to this post looking for information on how to get the first Tauren Heritage quest in the chain to show up? Many resources such as this one point to this page's quest and it's associated scenario and mention it as a prerequisite for starting off on your Tauren Heritage journey. I was very, very confused as to why I couldn't start the process for the armor! After some digging, I found out that you must complete the entire Nazjatar main story line to begin the quest chain.
This might seem obvious to some, but figured I'd toss out a link to a handy Wowhead guide with the various steps in the story line - I found out I was still bottlenecked on the beginning quest (accruing 3k follower XP) of the Turning the Tide tab (the final/third tab) in that guide. Hopefully that's helpful to some who haven't completed all of the story yet and want to know where they are in the progression. Happy hunting :)

Back in Legion, Dark Ranger Lenara was a troop recruiter in the Trueshot Lodge.
After you duel her as any class but hunter, she tells you: Well fought. I yield to your skills. But if you do it as hunter, she actually recognizes you and says: Well fought, Huntmaster! I see you have kept your skills sharp.
This may not be much, but I love such little details.
This scenario is idiotic if you play it as "team Sylvanas". I can barely accept having to kill lots of guards to get to Baine so that things look plausible. But once one gets there, and the "traitors" are surrounded and unable to get out, I have to kill the various forces, the battle mages, destroy the dampening crystals, and kill the Sunreaver instead of turning on Thrall, Jaina, Saurfang, and Shaw? What exactly is gained from looking "believable" in this situation? If the goal is to let them escape, don't send additional forces. If the goal is to lead them into a trap, don't force me to help them.

- Visions of Danger
<name>, Spiritwalker Ussoh has revealed a disturbing vision to me regarding Baine Bloodhoof. He has asked that you speak with him as soon as you can. Return to me after. We will have much to discuss.
After this quest
Taken from the storyline's own step order.
- Old Allies
Sylvanas was my Ranger-General. I have respected her for millennia. Making this choice is something I have been wrestling with for some time. Baine's death will tear the Horde apart. The Tauren will not stand for it and if they leave, I know they will not be the last. We must save Baine.
