It looks like you if have this quest, you cannot also have Defend the Siege at the same time.
So make sure you have the proper one depending on if your side is attacking or defending. You need to drop this one if your side is on offense to get Defend the Siege.
This and the defending the siege quest can both be completed while in a raid. I've got credit for both of them while killing enemy players and not touching a vehicle.
