This is a perfect example of the terrible way some of these quests are put together... They made it more complicated than it should be and explained pretty much nothing.
First, it doesn't give you any indication on your map where [npc=160248] is (if you don't remember). He will show up as a circle on your mini map when you're close enough, but you have to be pretty much right on top of him.
You can ask the Archivist to make one of 3 types of Inquisitors. Normal, High or Grand based on what you turn in. Each level is harder and why this quest has 3 players recommended for it, because you'll need them if you pick Grand for example. But just Normal is easily soloable.
For instance, you can use 100 x [currency=1816] and the Archivist will create a random sinstone for a Normal Inquisitor. Then you take that sinstone, find that inquisitor, have Temel drop his shield and kill him.
Really poor job.

Stop the Inquisition occurs outdoors in the Halls of Atonement area, near the flight point of the same name. It doesn't take place in the Halls of Atonement dungeon. (The instructions suggest only 3 players.)
The inquisitor’s Sinstone will be in your inventory and generates a special ability mid-screen when you are near the Inquisitor.
- The ability directs [npc=172531] to read the Sinstone to a particular inquisitor, mine was [npc=159155]. The reading is supposed to reduce the Inquisitor's health and fear the adds. Problem is you can't attack during this weakened state.
- When [npc=172531] [spell=310293] to the High Inquisitor, his health plummeted, but he could not be attacked. It seemed to be a reset.
EDIT: Weeks later, I ran Stop the Inquisition again with [item=172996]. After killing [npc=156916], I bought [item=173006] from [npc=160248] (at 73.0, 52.0) and faced [npc=159155] again (solo). The encounter was different.
- [npc=159155] was immediately hostile and charged.
- I had [npc=164966] [spell=310293], hoping it would weaken the Inquisitor, as the tooltip describes. The reading had no effect on [npc=159155]'s health, but I think it kept the flying Messengers from attacking me - but only during the reading.
- This time [npc=159155]'s true name,"Boppe the Shamed", appeared over his head when [npc=164966] [spell=310293].
- After dying a couple of times, I noticed the [item=173006] stack was zero and the ads attacked.
Suggestions
- Activate an [item=180376] if you received it from the quest Summon Your Sins. It will not despawn even if you die, but its damage isn't that high.
- Use [item=179535] if you have it. It drops from Inquisitors. Anyone can buy it from: [npc=165859] at 60.8, 62.4, [npc=158986] at 72.2, 39.8 or [npc=168122] at 58.8, 69.6.
Just approached [npc=167332] him to return the quest Halls of Atonement: Your Absolution
Before returning Halls of Atonement: Your Absolution [npc=167332] was offering Stop the Inquisition, but after returning Halls of Atonement: Your Absolution there is no yellow "!" mark or Stop the Inquisition to get from him.

Description
The Lord Chamberlain's inquisitors still torment the poor souls trapped under their care. You must put a stop to their wicked deeds! Speak with Archivist Fane, whom you worked with before to defeat an inquisitor, to acquire the sinstone of another inquisitor in the halls. With their sinstone, you will be able to shatter that inquisitor's defenses and lead the charge to defeat them. Bring friends, {name}. Many of the inquisitors are far too dangerous to approach alone.
