Location of Kaylana. Allience controled : central courtyard southwest corner
Location of Kaylana. Horde controlled : inside hut east of Sunken Ring graveyard ( by griffons )
This is easy to do if done as a PVE quest instead of a PVP quest. Read the description: get 10 armor from water elementals (i prefer the Glacial Spirit ), you dont need to kill any horde players to complete this quest and it can be completed between Wintergrasp combats for easy access to targets. You will in my expeince find a imbued horde armor when you kill a Glacial Spirit, so no might about it.

Description

{name}, good to see you. While the battle has subsided for now, we must hurry and replenish our stocks. My research indicates that the armor of soldiers recently slain in the Glacial Falls becomes imbued with an incredible amount of energy. The Horde has been seen collecting armor in the area. Head to the Glacial Falls and slay any of the Horde you find there. Return their imbued armor to me. If you cannot find any of the Horde, you might find the armor of an adventurer slain by the elementals.
